Landscape Maintenance

The City of Clayton’s Citywide Trails and Landscape Maintenance District, was created by a unanimous vote of the Clayton City Council in 2006. It describes the maintenance provided, physical boundaries and the requirement of a Citizen Oversight Committee to monitor compliance.  
 
The Trails and Landscape Maintenance District, known officially as Community Facilities District 2007-1 (“CFD”) through Fiscal Year 2026/2027 is funded by a special/restricted residential parcel tax. The tax revenue pays for costs related to the on-going operations and maintenance of the CFD’s trails system, roadway landscape, open space weed abatement and fire breaks, including landscaping, irrigation, hardscape, lights, and electricity. The tax revenues are placed into a restricted fund through which all eligible expenses are tracked, paid and audited. The funds cannot be spent for any other purpose by the City or other agencies.
 
The CFD/LMD will expire/sunset in 2027 unless an extension is approved by a two-thirds vote.
