Addressing the Needs of the City

Mayor Trupiano
As we embark on a new year in the City of Clayton, one of my highest priorities was to ensure that our City Administrative Team has the support that they need to be successful now and in the future. Many residents may be surprised to know that our entire City staff is made up of just 26.6 employees, 13 of which are employees in the police department (11 sworn officers, two civilian). That leaves just 13.6 employees to manage the City’s other departments: HR, Finance, Maintenance and Community Development. We have often supplemented our staffing by the use of consulting firms, which has had a short-term benefit but is not the same as having consistent, yearround, full and part-time employees.

Back in July, our then Interim City Manager proposed a reorganization of the duties of the staff and the creation of new positions including a new Assistant City Manager/ Administrative Services Director, who would oversee HR and Finance, elevating the positions of City Clerk to include Assistant to the City Manager and promoting our Accounting Technician to full time Accountant. The Council approved those changes, including the outsourcing of our Community Development Services until we could determine exactly what the needs of the department and community would be. 

After an extensive review process by the Budget & Audit committee and a number of City Council meetings and discussions, the Council unanimously approved the following changes to the city’s staffing line up on January 21, 2025: 

• Fill the full-time Administrative Clerk and part-time/hourly Community Services Leader (formerly Facilities Attendant) positions, both of which are already budgeted in Fiscal Year 2024-2025 

• Reclassify the Community Development Director and Assistant Planner positions with a Senior Planner 

• Add a Management Analyst position to support the City Manager, Assistant City Manager, Accountant and City Clerk as needed 

• Add a Community Development Technician to oversee complaintbased code enforcement issues, handle temporary use permits, special event permits, park and facility rental applications, and aid the Senior Planner. 

Filling these positions will provide our City leadership team with the support that they need to be successful and to provide our residents and community with the services that they require. Officers Save Life -
I would also like to recognize the outstanding work done by Officer Wiggins and Sergeant Enea of our Clayton Police Department. On January 25, they responded to a distress call by the husband of a woman who was in her car and had stopped breathing and had no pulse. They administered CPR until Con Fire arrived who resumed CPR until they could get a pulse. Because of their quick response and efforts, this woman is alive today. The City honored them with a Certification of Appreciation, for exceptional bravery, quick thinking and unwavering dedication to duty, exhibiting the highest standards of public service resulting in the saving of a life.

She handled everything with such professionalism and care, cutting through all the unnecessary drama and making sure everything was addressed properly. Her support was truly invaluable during the whole saga. Thank you Kim.

  2. I adore our straightforward, no-nonsense Mayor Trupiano for getting to the nitty gritty of Tillmans's bullshit. We need more people on the council like our Mayor and no more like the self-centered all about me because I'm black narcissistic, divisive troublemaker Tillman. Tillman needs to resign. Tillman does nothing but tell us all about her committees. Have you ever seen her work? She poses for pictures, attacks community members she doesn't like and has her followers do the same; she has to go!!

  4. The Pioneer should be called the Tillman Times because it can't be published without mentioning the Tillman. Very weird! I can't wait for the Pioneer to fold; it never has anything of substance in it. When are the local realtors going to wake up and move to different sources? I would not use a realtor who supports Tamara.

    1. ORGANIZED Both ClaytonWatch and Kim Trupiano have brought competant leadership to little Clayton. This site is constantly building itself adding helpful easy ways to look up local activities, and works in conjunction with outside news sources broadening it's scope.
      Kim's direct out in the open style makes dealing with the issues simpler while she quickly and constructively creates the paths of resolve. I appreciate the many many efforts she has transparently done with the budget. The budget that depends primarily on property tax.
      Clayton is very young but our recent growth trends in news and leadership make Clayton's future solid and healthy for all of it's citizens.

    2. You nailed it, Cat! Tillman could use a lesson on transparency and accountability from our Mayor, Trupinao. Tillman is a self-proclaimed leader because she is not leadership material.

  12. A suggestion for all who read ClaytonWatch. This article is great and our Mayor deserves a lot of praise for how she is leading the city. She is dealing head on with issues that have been lingering. Those issues along with the folks who created them in the first place are past. There is no need to bash Holly Tillman here. This article was in praise of Mayor Kim Trupiano. Many are understandably displeased with Holly Tillman. But it serves no purpose to bash her anymore. The city is finally moving in the right direction. It's time all of us move forward. Let's recognize the good things that Mayor Trupiano and other council members do. Criticizing Holly Tillman at this point only serves to give her oxygen and play the victim.

    2. This statement right here is 100% true! I have been asked at various functions about what Holly has had to say by members from Concord, Pleasant Hill, Martinez, and San Ramon city councils. This does not include the nasty things she has said at the League of Cal Cities, at the school board, and, let us not forget, calling the NAACP. Mind you, the incident with the NAACP involved a mentally disabled child who was set up that Holly went after. Holly claims to support the indersevered, NOT TRUE. Holly only supports a black cause and Lgtbqia+, which is a small portion of the underserved, and she should be admonished for going after anyone with a disability. Holly wonders why her fellow council members don't trust her divisive, lying, troublemaking ways. Its not secret!

  14. Toxic Tillman will continue to be a destructive force as long as she is on the council. She has proven over and over again she cannot work with anyone that does not support her toxic agenda. You can’t move on from all her toxicity until she admonishes all her lies and apologies to the community.

  15. If only you knew about all the horrible stuff Holly is doing behind the scenes. She is out to sabotage the other council members who don’t agree with her. Very toxic on all levels. Ask questions from the right people instead of making false assumptions.

  16. It's so true. Holly didn't get Vice Mayor, so she has been on a mendacious rampage against the Mayor behind her back. Holly wants her removed from various boards she has been on for years and uses people she has newly formed connections with to do it. These people do not comprehend Holly's Dr. Jelkyel/ Mr.Hyde performances. Holly is also going after Diaz and Enea. Holly has also gone after residents on social media, and let me recall, didn't Holly admonish a candidate for a commission appointment for things they supposedly said online? Holly is an elected official who should not in any way be degrading residents in a social forum. Those actions deserve a reprimand. I've been watching from the outside, and Clayton can be a great city only if it removes the troublemaker Holly Tillman. She is dragging the city down.

  17. Enough with Holly Tillman. She is irrelevant at this time. "Kim has been doing a fantastic job, and it's time she gets the credit she truly deserves. She's accomplished so much in such a short period, and both Debbie and I are incredibly grateful for the open communication and valuable insights she provides. We are lucky to have her on board, and her efforts are making a real difference!"

  18. I agree, let's move on from Toxic Holly and concentrate on the wonderful job Mayor Kim is doing. I enjoy the way she runs the meetings and the respect she shows the public at these meetings. She is also tackling a lot of deferred issues head on. Keep up the good work Mayor Kim.
