She makes big promises. She grabs headlines. But when it comes time to show up, lead, or deliver results, Councilmember Holly Tillman consistently falls short. Her record reflects a troubling pattern: more noise than substance, more spin than service.

1. Empty Opposition on the Master Fee Schedule (2023)

Councilmember Tillman opposed the 2023–2024 Master Fee Schedule, arguing that the city wouldn’t realize the projected $36,000 in additional revenue. She voted no, choosing skepticism over support.

But the data tells another story. Revenue actually increased by thousands of dollars, proving her wrong. She took a stand, but not one rooted in results.

2. TLC Committee Mismanagement

Since 2022, Tillman has presided over the Trails and Landscaping Committee (TLC), a critical oversight group for Clayton’s beautification and open space funding. Under her watch:

At the 2024 League of California Cities Annual Conference, Councilmember Tillman assured her colleagues she would represent Clayton during Friday’s key voting session, after personally lobbying to be appointed as the city’s delegate.

But when the time came, she left early to attend a funeral, a commitment she knew about before the conference, yet failed to disclose. Worse, she did not inform the Council in advance or arrange for an alternate delegate, leaving Clayton completely unrepresented on important statewide policy decisions.

Personal obligations are understandable. But deliberately requesting the role, knowing she couldn’t fulfill it, and then failing to notify anyone reflects a serious lack of judgment and professionalism. Clayton deserved a voice at that table, and she took it away.

5. The Never-Ending “Investigation” That Wasn’t

Since October 2023, Tillman has called for vague and shifting investigations into a so-called “toxic and hostile work environment.” These requests dragged on for months:

* Written follow-up in March 2024
* Renewed demands into late 2024

But on February 4, 2025, after a closed-door meeting with the Mayor, City Manager, and City Attorney, Councilmember Tillman abruptly dropped her long-standing demands for an investigation and quietly agreed to a Good Governance Training instead. She then claimed it “satisfied” her concerns.

After months of dramatic accusations, formal requests, and public disruption, this was her grand resolution? No findings, no accountability, no transparency, just a quiet retreat behind closed doors.

Clayton needs leaders who show up, follow through, and put the community first. Holly Tillman has built a brand on bold talk and accusatory politics, but her record reveals a pattern of absenteeism, mismanagement, and broken promises.

Leadership is about more than photo ops and finger-pointing. It's about doing the work.
