------------------------------------------------------------
Last night the Council met and discussed a couple of significant items:
- We continued discussion on the adoption of a City flag. The Council felt it could be a worthwhile effort in order to bring together community. Ultimately the cost should be minimal, and it would be an opportunity to encourage civic engagement. Various ideas were discussed, including involving residents in both the creation and selection process, with specific mention of including our local high school and other students. The process could include holding a contest, providing various themes, inviting artists, etc. The Council formed an Ad-Hoc Committee (5-0) consisting of Mayor Trupiano and Councilmember Diaz. The Ad-Hoc Committee will work together to formulate an overall process and bring it back to the Council for discussion.
- We had our fourth session on future revenue options. There was a report out from the Financial Sustainability Committee regarding their recommendations. The Committee recommended that the City pursue a renewal of the assessment for the Landscape Maintenance District (LMD) on the November 2026 ballot, include a small market adjustment to the base rate, and preserve the 10 year sunset. The Committee also recommended that the City consider a 1% sales tax on the November 2026 ballot as well. This idea was advanced in order to preserve the City's ability to levy this tax should the the County or State attempt to preempt this in the future. Clayton has the lowest sales tax rate in the County, including being lower than our Concord neighbors. Assuming market conditions hold, a sales tax would shore up the projected budget shortfalls in the future.
The Council gave direction (5-0) to staff to pursue both the renewal of the LMD, and the 1% sales tax. The specifics of each will be discussed and solidified at a future meeting.

The city flag idea is excellent. We only need three flags in total: federal, state, and city.
ReplyDeleteAgreed. Tillman's nonsense about the other flags is ridiculous.
DeleteAgree. Let’s stop this nonsense of dividing the community . Three flags and we're done.
ReplyDeleteTwo flags: enough pride, zero chaos.
ReplyDeleteLet them fly the pride flag at their own homes and keep our flag pole for the American flag, state flag and a city flag if we get one. All these other flags are specifically groups that should fly separately
ReplyDeleteWho are them? They are people just like you. Our flag pole. It is everyone's flag pole.
DeleteWe fly flags to show Sovereignty, not warm fuzzies about lifestyles.
DeleteYour lack of respect/willingness to acknowledge other flags just futher divides the community
ReplyDeleteI respect other flags and fly them myself; however, I firmly believe that the American and state flags should take precedence. The division in the community isn't my doing—it's caused by those who insist everyone think alike and refuse to accept any other viewpoint.
ReplyDeleteJeff Wan, likely the next mayor, takes time to do these posts, but he cannot be bothered to include anything in the council reports in CC meetings. Guess he is too important for that. Or at least he thinks he is.
ReplyDeleteI doubt that's true. Like everyone else with kids and a full-time job that requires travel, I'm sure he's busy.
DeleteIf you would take the time to think, you would know that Jeff does not talk about himself or use council reports for self promotion. There is one member of council who does that every time. That’s the person you should criticize.
DeleteThose reports are a joke! They were a bigger joke before they were in written format. Most of what’s in those reports is not city business.
DeleteJeff’s posts are a better report than “I played bocce ball and went to CBCA meeting” which is what those silly reports have always been. These write ups are for the public and not self promotion or campaigning. Seems like the only people who love those reports are the ones who pledge their allegiance to only only council member.
DeleteIf he is too busy to do his job and report to the public what he is doing, then maybe he should resign. But I doubt that...he has his personal blog where he can report what happens at city council meetings, with his opinions inserted. Save it..I can attend or view meetings and decide for myself.
DeleteYou want to hear about bocce ball and CBCA meetings. Ya, that's important stuff. You want Jeff to resign because he isn't promoting what interests you. For the rest of us, his written reports are far more useful than the garbage that passes for city council reports. And you must be blind since you can't figure out what he is doing. While your preferred city council. member spends time at photo opps, Jeff actually spends time on the city's finances. He always writes about the Budget and Audit meetings. But you can't read that. Another Jeff Wan hater posting useless comments.
DeleteI prefer reading Jeff's blog over listening to anything Tillman has to say. When she speaks, it's undoubtedly a lie. She consistently lies, complains, deflects, and blames others. She has no qualities of true leadership. Additionally, she engages in harassing community members online, with her friends calling people names, and she herself participates in such behavior. Her entire group is part of Clayton Confidential, a hate-filled organization they deny understanding. Holly should NEVER hold a leadership position. If I were on the council, I would actively pursue her censure for her numerous misdeeds.
DeleteDeflect...deflect...deflect. I do not need him to write any re-caps of meeting, I can attend, watch recordings and/or read minutes.
DeleteI strongly believe Tillman should re-sign. I am fed up with her image being everywhere for doing nothing of value. She constantly promotes herself and the pride messaging—it's enough. Support won't be gained by forcing your beliefs on others. She complains endlessly and never takes responsibility for her actions. In my view, she is a vile, ignorant person who deliberately ignores those she deems unimportant.
DeleteJeff Wan unquestionably fulfills his responsibilities. His bravery in challenging outdated contracts and thoroughly examining the city's finances to recover owed funds has significantly improved our financial situation. Much of the city’s operations were based on obsolete practices, causing the town to lose money on items such as tree trimming, bank fees, investments, and equipment contracts. My decision remains firm: Jeff Wan should be retained, and Tillman should be removed from office.
DeleteSo Mr. deflect deflect what do you want out of him in a report? He doesn’t waste his time at silly things like Cbca meetings which are not city business. You are just another Jeff Wan hater. You guys are so 5 years ago. Your big hatred moment was 5 years ago. How did that work out for you? From where many of us here at Claytonwatch see it, seems like all you haters are all irrelevant now.
DeleteWell....it is part of his job to report what city business he does in this report. Take a look at all reports and see what other useless information in reported by all, including Tillman, Diaz, Trupiano, and Enea. Also interesting to see Enea, with one year on the council get selected as vice mayor. What a joke. What has he done in the last year.
DeleteYawn
DeleteYour ignorance is evident. Enea has extensive council experience from Crescent City and is no stranger to city governance. Tillman should be ashamed of herself for not realizing that she won't advance here until she offers a sincere apology to the entire community. Her actions have hurt all of Clayton within its borders and across East County. Even her husband's attempt to rally supporters failed, which speaks volumes. Her employer speaking on her behalf was nothing more than her mother claiming her daughter deserves the gavel. That is ridiculous. Her boss will eventually realize how truly vile Holly is. Holly is not about justice; she is a self-absorbed narcissist always seeking the spotlight, with an attitude that screams, "Aren’t I the best?"
DeleteFully aware. Here is what he has done in the last month in Clayton. At least he is getting some good dinners. You attack Tillman for her useless reports. I hope it is important that you know he went to the Elks Club dinner.
DeleteWent to the TRANSPAC meeting
• Attended Elks Club dinner
• Attended Italian American dinner
• Attended Climatic Ceremony ( flip the switch)
• Attended Retired Public Employee Association meeting
• Met with City Manager
• Contact with business owners, residents, and phone contacts.
Tillman appears for the photographs but does not genuinely participate in the work. Additionally, regarding social engagements, Holly and Matt consistently seize opportunities for numerous crab feasts, restaurant openings, wine tastings worldwide, among other events. Holly is the sole individual consistently observed attending dinners.
DeleteClayton today.... Self-serving council(s) out, smart, innovative stewards in—favoritism gone, small businesses thrive, finances balance, and the town actually works.
