Last night the Council met and discussed a couple of significant items:
At our meeting this week, we received and discussed the audited Annual Comprehensive Financial Report (ACFR) for the fiscsal year ended 6.30.25.
There weren't any surprises from the audit - FY25 ended with a managable deficit as anticipated. There were a two items that I wanted to call out.
- The Successor Agency, which is the entity that took on responsibility for funds after the prior Redevelopment Agency was folded due to state level action that dissolved RDAs in 2012, had been receiving funding from the County in order to wind down the activities of the RDA. The Successor Agency completely wound down in FY25, and as a result the revenue related to the administration of the Successor Agency decreased signficantly - nearly $350K. This will go away completely in the out years, and is the cause of projected revenue decreases in the next few years.
- The other item I wanted to call out is what did not happen. Our auditors did not identify any signficant deficiencies or material weaknesses in internal controls. Internal Controls are critical in the financial operation of the City. As a reminder, starting in FY20 through FY23, our auditors identified both significant deficiencies and material weaknesses in internal controls. They were serious findings, and for years the City was unable to remdiate them. As we have brought on different staff, the City has been able to address these areas and as was the case last year, in the current year there were also no findings.
Now that it’s clear the City isn’t going broke, perhaps Keith Hayden, who served on the Clayton City Council and as mayor years ago, and his wife should acknowledge that and offer an apology. It also raises questions about the Civil Grand Jury report that echoed the same claims.

ReplyDeleteMayor Wan was very kind not to cite who was in charge in those years when the city had real issues during audits. Let’s not forget that under the mayorships of Wolfe and Cloven the city’s books had not been reconciled for 18 months and the city was defrauded 50k! Neither of them did anything about it.

ReplyDeleteAnd who was in charge during that time period? Let me guess, the work-from-home, never-been-a-city-manager Reina Schwartz, and the tax-and-spend, also never-been-a-city-manager-before Bret Prebula.

DeleteWhy do some people seem to want Clayton to fail? Is it because of the CBCA? From everything I’ve read and heard, it often feels like a small group there is more focused on power and control than on doing what’s best for the community.

ReplyDeleteAgree. In truth, Mayor Jeff Wan has been through quite a bit. He’s been attacked in so many ways. At one point even his wife was attacked! Yet he has acted with dignity and put the interests of the city first. Thank you Mayor Wan for all you do.
DeleteI would agree that Jeff Wan has been viciously attacked throughout his entire tenure on the city council. Why would you ask? Because Jeff would not allow the CBCA and its people to manipulate or bully him into what they wanted. He called out and corrected inefficiency. He stood firm on doing what is right and in the best interest of the city of Clayton, and its residents, no matter what a certain majority tried to do to him. Mayor Jeff Wan is a true leader. He isn't there for photo opportunities or to rub elbows with those who could elevate him or make back-room deals to benefit organizations he belongs to. These are exactly the things others, past and present, council members do for themselves.
