 Clayton Watch · 2026 Council Candidate · No. 4

Kim Trupiano for Clayton
City Council

An update on the Clayton City Council election. The Candidates are set for Clayton City Council. The filing deadline for the Clayton City Council election officially closed at 5:00 p.m., Wednesday, August 12.

With the filing period now closed, four candidates, Councilmember Kim Trupiano, Planning Commissioner Maria Shulman, Amy Callaghan, and Charlie Schmidt have stepped forward to serve our community.

Over the coming months, Clayton Watch will examine the public record of each of these candidates and publish what we find, from City records, our own files, and other background material. We will do this for every name on the list.

Next up, Kim Trupiano, who currently serves on the Clayton City Council and is seeking re-election. Unlike candidates without prior office, she has a voting record. Council votes referenced below are matters of public record and can be verified in the minutes.

Kim Trupiano came to the Council from a career spent reading budgets, and she asked for the seat on the committee where the City’s numbers actually get examined. Her stated aim is putting Clayton’s financial house in order: proactive about the future rather than reactive about the past.

DECADES

Newspapers, shopping centers, nonprofits, and her own small business.

Trupiano spent decades in the newspaper, shopping center, and nonprofit sectors before public office, and owns a small business herself. She points to that background as the basis for strategic financial planning, balancing the budget, and building relationships across the community, and says she understands firsthand what Clayton’s business owners are up against.

THE BOOKS

Four years on the Budget and Audit Committee, sometimes meeting weekly.

Trupiano reviewed dozens of City contracts, pushed for an RFP process so future contracts go out to competitive bid, moved Clayton to a managed investment portfolio, updated the Master Fee Schedule, and scrubbed the budget and scrubbed it again. The committee met monthly and at times weekly to get the numbers right.

Read that list against Clayton’s recent history. A city whose checkbook once went unreconciled for eighteen months, and whose Mayor could not say what it held in its investment accounts, now has a managed portfolio and a competitive bidding process. That is the specific hole, filled.

She also served four years on the City Sponsored Special Events Committee and sits on the East Contra Costa Habitat Conservancy Governing Board.

CERTIFIED

Clayton’s Sixth Housing Element has been certified by the state.

The Council approved the Housing Element more than three years ago. Certification by the California Department of Housing and Community Development came this year, ending a long period during which Clayton was out of compliance and exposed on housing.

It did not move on its own. Trupiano and City Manager Kris Lofthus went to Senator Tim Grayson’s office in person and asked for help securing a meeting with HCD. Her assessment is blunt: without that meeting, Clayton would still be waiting. She also credits City staff and the Senator’s office for the work that followed.

An uncertified housing element leaves a city exposed to builder’s remedy projects it cannot control. That exposure is now closed.

THE LIBRARY

As City Liaison, she led the library refresh from funding through vendor selection.

Trupiano serves as the City’s liaison to the Clayton Community Library Foundation Board and led the refresh process: securing the funding, defining the scope of work, and selecting the vendors. After years of planning, the refresh begins later this year.

Three separate things had to be true at once for that project to move. She made sure they were.

STAFFED

A new City Manager two years ago, and then a City Hall rebuilt around him.

Trupiano points to the hiring of a new City Manager two years ago as the decision the rest followed from. That manager went on to build out the staff: a new Police Chief, Public Works Director, Project Manager, Community Outreach Coordinator, and Community Development Specialist.

Craig Blythe joined as Public Works Director in early June, the first person to hold that position in Clayton. Melissa Rhodes came on as City Clerk the following week. The City reports it is now fully staffed.

Staffing continuity is not a small matter here. Gaps in continuity and institutional knowledge are exactly what has been blamed for missed grant funds and lapsed financial controls. This addresses the mechanism, not the symptom.

CLAYTON 311

The long-delayed SeeClickFix reporting system is live.

Residents can now report weed abatement, downed trees and limbs, graffiti, broken fixtures, code enforcement, and animal control issues through the City website under How Do I? › Report a Problem, or through the SeeClickFix mobile app on Android and Apple.

It gives residents a documented channel and gives the City a record of what was reported and when.

5–0

She voted with a unanimous Council to put a 1% sales tax measure on the November ballot.

The vote followed several months of meetings evaluating the City’s current and projected finances. The Council is also weighing a ten-year renewal of the Landscape Maintenance District, including establishing a reserve for emergency funding.

Trupiano’s stated reasoning: Clayton’s main revenue sources remain stable, but the cost of essential services has escalated. Behind that sits a longer bill. Years of deferred maintenance and unbuilt capital improvement projects have gone unaddressed, and deferring them further does not make them cheaper. The measure goes to voters in November. They will decide it, not the Council.

FOUR YEARS

Four years of delivered work, not a set of promises.

A certified Housing Element after a three-year stall. A managed investment portfolio and an RFP process for contracts. An updated Master Fee Schedule. A library refresh funded, scoped, and out to vendors. A new City Manager and a fully staffed City Hall, including Clayton’s first Public Works Director. A resident reporting system talked about for years and now live. A financial path put before voters rather than deferred to the next Council.

Each of those was pending when Trupiano took office. Each is done. In her own framing, serving has been the honor of her life, and the job is not yet finished.

REGIONAL

She holds seats on boards well beyond Clayton’s city limits.

East Bay Economic Development Alliance Board of Directors, since 2024. Diablo Valley College Business Advisory Board, since 2011. Save Mount Diablo, Moonlight on the Mountain and Development committee volunteer, since 2018. Clayton Valley Village volunteer, since 2022. Member of the Clayton Historical Society and the Mt. Diablo Birding Alliance.

Fifteen years on the DVC board is the sort of tenure that produces the relationships a small city needs when it wants something from the county or the state.

SINCE 2013

She and her husband Rich chose Clayton in 2013.

Rich Trupiano is a Gulf War veteran and former Combat Engineer in the Air Force. They live here with their dog JoJo. Trupiano can be reached directly at kimt@claytonca.gov or 925.673.7324, and closes her updates to residents the same way each time: we are stronger together.

In her own words

“I am running for reelection because I want to ensure that we continue to move forward, address our needs, and not fall back into the old patterns of ignoring priorities and long-standing issues.”

Experience Matters. Proven Results.

  2. It’s so nice to have an adult in the room. Several years ago all we had was a clown show going on with Cloven and Tillman in control. Kim has my vote along with my wife’s. Tim

    1. I would suggest having a city manager who isn’t a narcissistic jerk has helped make things much smoother.

    1. You need glasses! Kim is her own woman and has more than proven her capability. Let me guess: you are a CBCA punch drinker.

    2. As opposed to CBCA puppet.

    3. I've seen this type of criticism before and it's disgusting. It's always rooted in misogyny - the assumption that a woman cannot come to her own opinions without being told or led by a man. Would you make this criticism against other male council people? Why isn't Wan a puppet of Trupiano? It's sexism and misogyny and you should do better. Gross.

    5. To be fair. Diaz is a puppet as well

    6. How about Tillman? She seems to be the lazy one. Wan got a lot done in four years.

    9. These so called puppets have put the city back on a recovery path from many years of mismanagement.

  7. This is an easy choice for me. We have Kim a strong leader with a proven record of results and Maria a planning commissioner with public leadership experience moving this city froward. And on the other hand, we have two CBCA proxies, Amy and Charlie, with no public service that wants to take Clayton back to ineffective leadership and public subsidies for the CBCA. My vote is for Kim and Maria.

  8. Kim may be small, but she packs a powerful punch. A good leader that has spent many hours getting the city's finances back on track after the failed leadership of  Cloven, Wolfe and Tillman.  We don't need to go backwards. I am voting for Kim. Walter and Eileen, 30 year resident.

  10. Here is a great example of Wan trying to control one of his puppets during a vote. Diaz confused? Maybe. Wan trying to manage who votes how...certainly.

    1. Hey genius, Mayor Jeff Wan is not running for re-election. The candidates are Kim, Maria, Amy and Charlie. Try to stay focus.

      Delete
    2. "Puppet master"? Seems nobody was a puppet master here; it was just a big misunderstanding. Jeff Wan voted 'No' because he wanted a different team. The only reason the vote changed is because Mayor Diaz seemed to get confused by the rules and accidentally voted 'Yes' on a plan that canceled out his own. It wasn't some secret plot—it looked like it was just a mistake on the floor.

      Delete
    3. Yep...and without Wan they will have to think for themselves, or rely on him to feed them all info in the backroom

      Delete
    4. Diaz did not understand. Maybe..your mayor in action. He should 100% know the way votes are taken. Wan trying to make sure he voted as Wan wanted him too? No doubt.

      Delete
    5. yep...Wan voted NO and was surprised with Diaz did not also. Maybe Diaz was confused, but Wan wanted the vote to go his way.

      Delete
    6. That is a bunch of garbage that says Wan controls everyone. What a degrading and condescending remark!

    7. Again, as opposed to having CBCA think for our council! CBCA would love it if they could control the votes. The first order of business: free use of city property, free use of the cops! Second order of business: pay CBCA to "voluntarily" run concerts, and all other city events! Nothing like our tax dollars going to a nonprofit than turns around and "gives it away" to their chosen political causes. No thanks!!!

    8. The CBCA should be dismantled!

  11. Yes it is...not a news source, but one that clearly has its own agenda.

  12. I just watched Amy's videos on her website for city council. It is all talk with no action plans. We don't need complainers, we need council members that get things done. This is why I am voting for Kim and Maria. They have a proven track record of action and success.

    1. After watching the town hall about the tax measures, it looks like Amy’s whole campaign is about stuff thats been done. She wants to review contracts? The city manager went over in detail all the work they have done over the last 2 years? Where has Amy been? It seems she just made her campaign up with talking points from the CBCA! All she really cares about is giving the CBCA free stuff. No thanks Amy, we have better candidates. The CBCA is not in charge. Watch the town hall video.

    2. She’s done. Amy obviously doesn’t know what she’s talking about. After tonight‘s meeting, I think she got her ass handed to her. She’s clueless and unprepared.

      Delete
    3. Let’s just say she’s shallow.

      Delete
    4. Amy did not comment on the sales tax measure. I think she was shocked at all the work city staff and council has done over the last couple of years. It looks like her made up campaign issue just disappeared.

      Delete
    5. Amy is clueless, and the CBCA proxy, Terri Denslow, tried to make a fuss about concerts in the Grove. The concerts were always a city-sponsored event, NEVER CBCA. It's been run better and more efficiently with upgrades to the bands and a stage, along with sponsors who pay for almost all of the costs. Don’t believe the narrative the CBCA is trying to push. Kim made the whole process more efficient. Geller could never touch what Kim has done
      !

  13. Kim has our vote.

  14. No more CBCA people. Taxes should go to Clayton not the CBCA. I want roads not parties.

    ReplyDelete
  15. Amy has now made the claim she is the only Democrate running, it's a nonpartisan race. I'm sure if she bothered to actually check the public voter registration she would have egg on her face. Amy is spouting the lines of the CBCA just like Tillman, Cloven and Wolfe-SHAMEFUL! Vote no on Amy and Charlie.

    ReplyDelete
  16. Vote for Kim and Maria. Keep CBCA away from our tax dollars.

    ReplyDelete
  17. Had enough of her. Let's move on to new blood.

    ReplyDelete
  18. Vote YES for Trupiano. Keep CBCA hands out of our taxes!

    ReplyDelete
  19. CBCA is fighting to control our city. I prefer candidates who are not affiliated with this mostly toxic group. Kim and Maria have our Votes!

    ReplyDelete
  20. Kim and Maria have my home's vote. Amy and Charlie are only doing what the CBCA wants. That organization should be shut down, along with all its leaders who have caused so much trouble in Clayton. Egomaniacs run it.

    1. You people are again making ridiculous claims about the CBCA and are a bunch of cowards not leaving you name. I will again state that the CBCA is an upstanding organization. Hope to see you at Oktoberfest. Jeff Patterson

    2. Hey Jeff, I would then say you are complicit in the dirty business practices of the CBCA if you claim they are an upstanding organization.

    1. Maria and Kim. They have experience and dedication, but most importantly, they are NOT ruled by the CBCA.

  22. Thanks, Kim, for putting together another wonderful Hispanic Heritage event! Unlike Amy, who only showed up for one event and is now talking about diversity everywhere as if she actually cares. You are authentic; Amy is fake and a fraud. She is now copying you and Maria. Clayton is doomed if you and Maria aren’t elected. Amy and Charlie are clueless and want parties; they don't understand the difficult issues.

    1. You thank Kim for the party...then accuse Amy and Charlie of just wanting parties. Kim is useless. Good Wan is leaving.

      Delete
    2. Yes. I did thank her. I know exactly what goes into setting up all the city's special events, and it’s not easy. She has secured sponsors year after year who pay for most of the costs, something that wasn’t in place before her time on council. Remember the CBCA tried to kill those sponsorships by calling each sponsor and asking why they were sponsoring the city events. She has also written the procedure book for each event and trained Kris Kearney, and if something goes wrong, she is the one who fixes it. So yes, I thanked her. It is a community event, not something she would ever boast about like the CBCA or take sole credit for like the CBCA. It is a CITY event that she came in and organized from the ground up, given how things were being run, so no, it was not a “party,” as you claim. It took years of work to come together.

      Delete
    3. Yes, Amy and Charlie are all about the parties. Just look at the last council meeting video; all Charlie could do was talk about how great the CBCA is, and that's why he is running. Amy was part of the protest against the cancellation of the CBCA contract and is running, directed by Wolfe, Geller, and Hayden. Hartley backs Charlie, so tell me again: how will the CBCA not party with these two and get everything they want? The answer is: the CBCA will get City Hall if they get in. We already have troublemaker Tillman, who lies about everything and makes every issue about herself.

      Delete
    4. Wan and Trupiano are two of the strongest council members we have had in a long time. Neither can be pushed around or manipulated by the CBCA, and they were a breath of fresh air. I thank Jeff for his servic, and I pray Kim is re-elected. We need strong leadership, not CBCA patsies.
