We are sharing the Candidate Statements in the order they were received by Clayton Watch.
Rich Enea, Sr - Candidate Statement 2024
Rich Enea, Sr |
My name is Richard Enea. My wife Beth and I raised our children here in Clayton. I was a Clayton Police Sergeant for many years.
My son currently works for the Clayton Police Department for over
20 years.
I currently serve on the Planning Commission and was former chair.
I serve on the Black Diamond HOA Board and am a member of the CBCA.
The City balanced the budget this year by using $250,000.00 from the reserve account, which still has a balance of $7.7 million in the account.
I will look for ways to attract new businesses to our city. We have a new restaurant coming
and a new UPS store.
Public Safety is a major issue for me. We need another Police Officer that would be dedicated as a traffic officer and other policing as needed. The safety of Clayton residents is a high priority for me.
I am an Independent thinker and always try to get a consensus among people. We need to work together for the good of Clayton. In my 30 years of Law Enforcement, I always tried to reach a fair outcome for all parties.
I ask for your vote. Thank you.
If you have any questions, please call me: 707-218-5757

I have served on the Clayton Planning Commission for two years, and in the last year, I served as Vice Chair of the committee.
My background is in criminal justice, banking, nursing, teaching, and healthcare administration; I will strive to bring people together to solve problems through collaboration.
I am willing to step up and step out so our community can step in and unite. I am ready to address your needs and issues facing our city head-on.
I would genuinely appreciate your support. Thank you.

It is an honor and privilege to serve Clayton as Mayor and Councilmember since 2012. During that time, I utilize my experience as a Small BusinessOwner and Planning Commissioner to bring about change (when needed) and controlled growth to Clayton.
My community volunteerism includes: serving as the Producer of the Concerts In The Grove and the Classic Car Shows; Co-chaired several Clayton Festival events.
Positioning Clayton for Success: Priorities:
Public Safety - assuring Clayton remains a safe community,
Quality of Life - Improve quality of life through well-planned development, keeping Clsyton's charm and small town feel,
Good Listener - Making sure everyone’s voice is heard.
On the council, I have:
• Helped guide the pursuit of fiscal responsibility: Balanced Budget each year,
• Championed the Community Financial Sustainability Committee to review Clayton’s Financials, set priorities and direction,
• Spearheaded the reopening of Fire Station No. 11,
• Advocated for Law Enforcement; support Clayton Police Department’s development and community involvement.
Moving forward, my priority: keep Clayton's charm and small town feel. Further, all citizens should know their rights and understand their responsibility to Clayton; be part of the solution.
Clayton is special; let’s keep it that way.

(She decided not to reply to our invitation.)
Holly has decided not to participate in this aspect of the political process. A look back at her website from four years ago compared to her latest website raises doubts about the credibility of her statements. While it may seem she has addressed all our concerns, one must question whether her previous alarming claims have simply disappeared or were never substantiated in the first place. In 2020, Holly made several bold and nefarious statements in her campaign materials that taint Clayton’s image, including:
1. Clayton is a city plagued by racism.
2. The Clayton police are involved in profiling.
3. Residents feel unsafe when out at night.
4. Clayton is a Sundowner town.
There are more reasons to think about Holly as a candidate for Clayton:
> The city experienced protests in downtown Clayton on two different occasions, leading to businesses being boarded up.
> Local diners encountered harassment from protesters, and Holly has acknowledged her involvement in organizing these events.
Here are some screenshots from Holly's 2020 campaign website, along with some quotes from the Clayton Pioneer, that shed light on her true character. Perhaps this clarifies why she was hesitant to respond to our letter, and why her new website sounds like a completely different person.
As published in the Clayton Pioneer in 2020, Holly made following statements when asked the following questions by the Pioneer. Do you believe Clayton has a problem with racism that needs to be addressed? “Yes, it exists everywhere. My family has experienced racism numerous times in Clayton, and there are residents (and your neighbors) hiding in their homes because they said they do not feel welcome in town.” What is your vision for Clayton in the next four years? Long term? “In four years, I envision traffic safety fully implemented, our police department fully staffed and landscaping being a priority. I also envision a more collaborative community working together to ensure we are not known as a racist town. Long term, I would like to see some type of recreation for children in addition to the parks.”
Unfortunately, supporting Holly will lead to more disruptive, dividing, unruly, contentious, and inflammatory council meetings. Clayton needs new leadership that emphasizes stability and common sense over progressive agendas.
Thanks for sharing this information. Great job. I was totally in the dark on Holly Tillman, she just lost my vote.
ReplyDeleteGo Rich and Maria. We need a change at city hall.
ReplyDeleteJust remember all the horrible things the great divider has said about Clayton.
ReplyDeleteClayton is a sundown town, Clayton is racist, Holly brought BLM to town that businesses boarded up and to top it all off had the middle school principal fired (she didn't like how he handled an incident at school) and called the NAACP to town with media. Do we need a council member bashing our town? Remember when it's time to vote. Holly is all about what is good for Holly and if she doesn't get her way is fast to pull the black card. Stand up to her crap!

DeleteI'm curious, does this website permit the uploading of videos from previous Council meetings? If it does, could you please inform me of the submission process? I have more than 35 minutes of footage featuring Holly Tillman from past meetings, including the one where she chose not to support Jeff Wan for mayor.
ReplyDeleteI was hoping someone would put together videos of her bad behavior at City Council meetings. Her actions were absolutely unprofessional, disrespectful to her fellow Councilmembers and really at times hard to watch. She doesn't know how to work with people who disagree with her and that is one of the main reasons she will never have my vote. I hope you can post it.
DeleteI'm really fond of this website! It's great to have a spot where you can find the genuine updates about what's happening in the community.
ReplyDeleteJust curious - how and why do see Tillman signs on Ygnacio - who's funding her? Can we see campaign disclosure forms for donations as this seems to be an outside of Claton element. - To my knowledge as I asked them both Schulman and Enea are pretty much self-funding.
ReplyDeleteIf you would like to see change for the better in Clayton, help out Maria Shulman & Rich Enea with donations and getting signs on lawns. They want what is good for Clayton
DeleteIt does look like Holy is running away from her campaign from 4 years ago and the many statements she’s made while in office. She did call Clayton a sundown town. She did state our police are racist and profile, yet she takes pictures with the very police she accuses of being racist and profiling. She was displeased with the middle school principal and did make the situation worse by calling in the news media. That middle school principal landed a job immediately in a neighboring city. Holly is good at acting like she cares but she spends most of her time getting noticed outside of Clayton. Her Facebook page shows her at outside events more than anything else. Sure, she shows up for the photo ops in Clayton but what does she really do here? She complained last year and said she didn’t want to be on some committees at all. Of course she wants endless investigations on her colleagues because that will solve all our problems! Thank you to the ClaytonWatch folks for keeping and posting screenshots of her campaign website from 4 years ago. Her website now makes it look like she is pretending she never said any of what she has said over the last 4 years.
ReplyDeleteIf you want to help Rich and Maria fight against the Tillman outside money machine, please donate to their campaign.
ReplyDeleteHolly’s police profiling she said that were happening in Clayton were fully investigated. The result showed no evidence of profiling of any race have occurred here. Clayton PD took those accusations seriously, having themselves audited but Holly knew that being buddy buddy with the Chief and Sgt Shaw. Holly can’t hide this fact, she parades both the Chief, Sgt Shaw and his wife Shannon around; after all Shannon has to be at all Clayton council meetings for Holly( see all recorded council meetings)
ReplyDeleteI would love to see Holly Tillman investigated. Holly appears to do a lot of dirty, underhanded and I might just say brown act violations then sits back letting her unsuspecting minions do her work acting like she is innocent. Someone should ask her how she got her property taxes decreased while she wants to raise everyone else.
ReplyDeleteThis makes me furious. What a hypocrite. Raise our taxes and at the same time reduce her taxes. I guess she believes we all need to chip in a little more except her. Time to go Holly.
DeleteIf you look at Holly's new 2024 campaign website, it appears to be a different person. Where has the old Holly gone that believes Clayton is plagued by racism, police profile and people are afraid to come out of their homes? Perhaps it just wasn't true.
ReplyDeleteIt was never true
DeleteThank you for providing unbiased information, which has been needed for years here in town.
ReplyDeleteGreat resource for what's been taking place in our town. I'll send over a donation when I return from my business trip. Thank you!
ReplyDeleteHolly Tillman, the city of Clayton, is waiting for you to issue a city-wide apology for your insensitive, rude, obnoxious, and toxic comments. I think we all might need reparations due to you and your revolting behaviors!
